Adjusting the Clarity of an image using Camera Raw.

"Clarity- Adds depth to an image by increasing local contrast. This setting is similar to a large-radius unsharp mask. When using this setting, it is best to zoom in to 100% or greater. To maximize the effect, increase the setting until you see halos near the edge details of the image and then reduce the setting slightly." www.adobe.com
Above is Adobe's description of the new Clarity feature within CS3's Camera Raw. Following their advice, you'll want to zoom into your image to 100%
Bump up the Clarity until you see a change in detail. It will really do this via color instead of basic tonal range. If you unclick preview and the reclick it in the top of Camera Raw, you will see the adjustment. Clarity essentially brings out the color a little bit more and gets rid of the muted look. It also sharpens the colors and makes them slightly more vibrant.
